The 2025-2028 investment plan for Cagliari airport has been signed
A new step forward for the development of Cagliari Elmas Mario Mameli Airport. On 3 March 2026, at the Civil Aviation Palace, ENAC and SOGAER signed the 2025-2028 Programme Contract, which defines the regulatory framework and investment plan for the Sardinian airport over the next four years.
The agreement, signed by ENAC General Manager Alexander D'Orsogna and SOGAER CEO Fabio Mereu, follows the positive outcome of the ENAC technical investigation and the adjustment of airport charges according to the resolutions of the Transport Regulation Authority (ART).
Over 56 million for infrastructure and quality of services
The approved plan provides for investments of over 56 million euros, with interventions aimed at modernising the airport and increasing its operational capacity, in line with the ENAC Guidelines and the sustainability objectives of the European Union.
For travellers, the programme translates into:
- development and expansion of flight infrastructure, including aprons and junctions, to improve efficiency and management of air traffic;
- upgrading of the passenger terminal, with adaptation of spaces and updating of the equipment dedicated to controls, as well as new technological solutions for monitoring flows;
- improvement of the road network and increase in parking, to make access to the airport easier;
- investments in networks, plants, extraordinary maintenance and energy efficiency, with particular attention to reducing consumption.
Safety, European standards and sustainability
The Programme Contract represents a central tariff regulation tool, aimed at ensuring high safety standards and alignment with European performance standards. Particular attention is paid to energy efficiency, a key element for sustainable airport development. For Sardinia and the territory of Cagliari, the agreement consolidates the strategic role of the Elmas port as the main gateway to the island, supporting the growth of tourism and national and international connections.
